I find it simplistic that this article traces the fault of the South African education system to apartheid. While this is partially correct, Badroodien (2004) offers a comprehensive account of vocational education stemming from the early 20th century, during which time South Africa was heavily influenced by British education systems, many of which shaped the apartheid educational system. I also felt the article could have included useful academic insights from South African researchers (e.g. Kraak 2005) in addition to the UNESCO/OECD research.
